There IS a legal requirement in California for bikes to ride as close as possible to the right, which as has been pointed out is not necessarily the safest for the cyclist. (I do know a place on a steep downhill near me where there is a sign that cyclists may use the whole lane, but it's moot because the bikes are usually going faster than the cars.)
There are a lot of things to consider--how long have the cyclists been holding up traffic--5 seconds, 5 minutes, 5 hours? How many cars are backed up? How long does the double yellow go on? How big is the difference between bike speed and car speed limit? There are situations--long stretch of no passing, a lot of cars backed up, bike going very slow relative to cars--when the right thing to do is far the cyclists to get off the road and let the cars go by. Those situations are not common.

Can we now address the fact that Art was taking a picture with his phone while driving which is almost assuredly illegal wherever he is?

I'm a little surprised about the concern about road paint. Granted, I did get accustomed to Vermont law on the matter while living there, but when it comes to tractors, cyclists, and such, I generally worry about sight distance and whether or not I can accomplish a pass with reasonable safety margins, not whether or not someone from the DOT felt it was an appropriate place for passing.

Whether or not you can cross a double yellow to go around a stopped vehicle, for example, depends on whether or not you're Black.

Can we now address this motherfuckin dodge hood ornament. Jesus Christ Art, I love this truck you’re rolling. I’m honestly surprised these cyclists didn’t just ride into the ditch sensing what was lurking behind them…
I’d yield to that. Your lane sir.

Art, on a road like that I would be infuriated mostly because it makes cyclists all look like assholes. I’d also just pull off and let cars pass or not be there at all.

Here she is in her natural habitat at the lumber store. The ornament screams get the fuck out of the way, but I take it easy like Sunday morning. Click image for larger version.

Look, I get it...I get annoyed too at inordinately slow things in front of me on the road. Like you, I will go wide where I am able to pass & will also max the space for safety. And when I'm the slow one, I also try to cede the lane if there's somewhere for me to do it, but not at my own expense for safety or for getting where I'm going.

There is a legal system prescribed for passing "slow vehicles", whether it's some grandma going to church who probably should have surrendered her license by now, a harvester moving to another field, a heavy truck laboring up a grade, or cyclists. Even when ceding the lane is mandated by state law, the slow vehicle has a carve out for doing it in a safe place (and that determination is up to the slowpoke). And there is no requirement to just let any faster vehicle pass at the expense of the slowpoke's right to proceed at the safe speed they can handle. This issue of "courtesy" is not relevant. If it were, the roads would be a mess of niceholes ceding the road in unexpected ways and at unexpected times.

Are there ways to be courteous on the road? Sure
Is there any social contract or legal reason to be "courteous"? No, and it shouldn't be taken as an offense by other road users, even tho these conflicts by different users can be irritating.

"If the cyclists were single file in the lane's right wheelpath, then i could pass in the oncoming lane leaving a nice healthy clearance distance."
And if all the commute traffic would just line up in the lane that is convenient for me to get by, I could get to my work that isn't at the busy exit that happens to be before mine.

This is my situation several times a month in the summer within a couple miles of our house.

    Except our shoulders are cleared.

I ride along a similar road all the time. On the shoulder.

And Rev, the term is 'cropdusting'.

This morning I was sitting in traffic on a city street that has a 4' bike lane. On the sidewalk was a giant, fluffy golden retriever sitting close to the curb with his tail drooped down just laying in the gutter pan soaking up the nice muddy water. Doggo looked happy as hell with his situation. As we were creeping forward in our cars a cyclist flashed by in the bike lane and straightup ran over the dogs tail causing the dog to yelp. Fucking cyclists.

Had a big windstorm here in the seattle area Tuesday night, knocked a bunch of trees down, half a million without power, tree debris and fallen trees everywhere, etc. On the drive into work this morning the road looked like a big snow storm had happened where you can only see the doubletrack wheelpath of your lane, not the actual pavement... except it was all just evergreen tree debris (boughs, needles, big branches, partially cut logs, etc). A few mile long sections with all power out and no street or traffic lights.

I shit you not, the amount of cyclists out riding to work this morning was about the same amount i would see on a nice summer morning- the weather turned sour a couple months ago and i might have seen 1 or 2 per week prior to this. I even saw a motherfucking group ride. A goddamn group ride. This is in the dark 6:30am, on a main commute route with debris everywhere, 10-12 cyclists fully blocking the traffic lane because its the only clear path. The group ride was going the other way holding a line of 10+ cars hostage as they grinded up a long hill in a 35mph zone- cars couldnt pass because of the amount of debris over the centerline of the road.

There are only 2 explanations i can think of:

    1) maybe they have a point about electric cars being problematic in disasters and these were all people who had no juice in their cars (annoying, but acceptable)
    2) asshats saw this as a moment to rule the road and power trip on cars by staking their claim to the roads in the most inconvenient and dangerous way possible (the only explanation for the group ride i had never seen happen at that time before).

They might have been commuting to work, thinking their bikes could get around downed trees better than their cars.

No, this is a main commuter route that gets cleared first and has two different fire stations on it. It is notoriously quick to get cleared, and this was +24 hours after the storm. This road was cleared the morning of the storm.

The lack of self preservation/ darwin award winning entitlement is just wild to me. Its pitch dark, spoke catching debris everywhere, a main commute route with 35+ mph traffic (with obvious side/neighborhood roads one block over), cars blasting through darkened signalized intersections and a whole bunch of people decided it would be a great set of conditions to get in a ride!

It is possible that some of the cyclists had perfectly functional cars that were trapped behind tree pieces.

That doesn't explain the group ride, though. That's just a WTF.

The power trip theory seems unlikely to me, personally I'm always very aware that drivers can end my life by turning the wheel a few degrees or tapping the gas. Kind of like motorcyclists brake checking cars, if you make a habit of it, it won't be a long-standing habit. Seems like a bad dumb idea for sure, maybe they were sight seeing the storm aftermath?

I want to believe the best in these people, i truly do... which is why i mentioned maybe their teslas were out of juice and they needed to get to work? And don't get me wrong, i was a patient, safe driver with the folks this morning.

But sightseeing in the fucking pitch black? Not taking the neighborhood/side roads and instead using the the main arterial? And whatintheeverlovingfuck was the goddamn group ride doing at 630am?!?!?!

I hadn't seen behavior this dumb since last year when someone decided the sidewalk was too snowy/slippery and decided to walk in the fucking wheelpath, in the dark, on this same road because (i assume) it had bare pavement? Fucking pedestrians.
