So where's the line for southern NY, 17 and 287? I think we need to determine the right terminology before we can come up with the upstate answer.
You have to stop confusing terms. Southern NY is too close to Southern Tier. Southern Tier is part of Upstate. See map. It's just a sub region. Mid Hudson is just NYC suburbs - not part of upstate. Capitol Region, Mohawk Valley, and Central NY are all clearly and firmly Upstate along with Southern Tier. Western NY is Ohio. Or Canada. Whatever. No one cares, but it's one of those two. North Country is also disputed - it's either Canada, Northern NY or Upstate, but again no one gives a hoot about the 117,000 cows and 47 people that live there as long as the Adirondacks are open for visitors, so the disagreement is largely academic.
I say it's time to stop the senseless bloodbath and violence and move on from the geography to instead talk about what really makes upstate Upstate. It's not a place as much as a state of mind. Things like the Breakaway Lounge, the #2 dive bar in the Utica area per this definitive list:
