I'll admit to both being a white guy, and ringing my bell at pedestrians that are on a sidewalk that is part of a dedicated bike route. But I only use my bell when they've got their dog leash stretched out across the whole path, are walking 3 abreast, or running down the middle without a way to safely pass wearing noise-canceling earbuds.

People are weird about bells in the US. Some people find them aggressive -- a GTFO of my way. Other people find them more pleasant than an "on your left". When I lived abroad in places where bicycle use was a much more common mode of transit, bell ringing was ubiqutious and treated more as a heads-up or warning than a demand.

Stop with the all sidewalks are 4' nonsense. Maybe in a residential neighborhood, sure. Then there is rarely a reason for a bike to be on a sidewalk for a block. Even rarer that you're gonna have cyclists and pedestrians running into each other if a bike is only there for one block.

But in the places where a bike / ped interaction is likely -- denser downtowns and commercial districts, 6' to 8' or wider sidewalks are not just common, they are required in many jurisdictions.

The world is not as black and white as you're making it out to be.

Well, my entire one horse town is residential, so it is rather monochromatic. I'm aware that in denser, more commercial areas the sidewalks are wider, however I would argue that they are even more crowded with store front exiting, advertisements, benches, bus stops, etc. and are still ill suited for cycle traffic.

Agree 100% on bells, though - much more pleasing to the ear, and generally used as a polite heads up. In my experience calling out on-your-left/right only causes more problems than it solves. Not as bad as "HOT PIZZA" though.

the current state of affairs is that cyclists have the ability to cross over different speed areas (road or sidewalk), but that they need to act like a pedestrian while on the sidewalk & like a vehicle while on the road.

what this means on the sidewalk is that cyclists must either walk their bikes or ride at a walking pace & defer to pedestrians right of way

Huh -- made me look up Portlands regulations. Interesting, never seen anything like them. Make a lot of sense to me.

"814.410: Unsafe operation of bicycle on sidewalk; penalty.

(1) A person commits the offense of unsafe operation of a bicycle on a sidewalk if the person does any of the following

(a) Operates the bicycle so as to suddenly leave a curb or other place of safety and move into the path of a vehicle that is so close as to constitute an immediate hazard.
(b) Operates a bicycle upon a sidewalk and does not give an audible warning before overtaking and passing a pedestrian and does not yield the right of way to all pedestrians on the sidewalk.
(c) Operates a bicycle on a sidewalk in a careless manner that endangers or would be likely to endanger any person or property.
(d) Operates the bicycle at a speed greater than an ordinary walk when approaching or entering a crosswalk, approaching or crossing a driveway or crossing a curb cut or pedestrian ramp and a motor vehicle is approaching the crosswalk, driveway, curb cut or pedestrian ramp. This paragraph does not require reduced speeds for bicycles at places on sidewalks or other pedestrian ways other than places where the path for pedestrians or bicycle traffic approaches or crosses that for motor vehicle traffic.
