I'm from Vancouver BC. Vancouver is much more interesting food-wise to me. DC excels in terms of high-end restaurants, and those are great to go to, but I've had more fun food-wise in places like NYC and Vancouver. I must stress, there are awesome restaurants in DC - but I don't see it as a food destination unless you're coming from say, Power Plug, Nebraska.
As for the Ethiopian - I've eaten it a few times, including at a couple of the reputably better places in DC, and it was fine, but just not my thing. Given the other good options in DC... as they say in horse racing "In this company, others preferred".
Meh. I've never thought of Vancouver as a big food town. I think the ethnic stuff in Toronto and the local cuisine in Montreal when I think of food in Canuckistan. Then again I'm from here (DC) so am probably biased for the same reason you are.

DC is hard to beat for dining. Sure, Vegas may have more big names, NY may have more places; but for solid, low/mid/high priced options, with a lot of ethnic variety [my fave is Mandalay, a Burmese place in Silver Spring], and a vibe that isn't so busy that servers can still have fun, DC be the place to be. [imho] Mexican kinda sucks tho...

Plenty safe and tons of small shops and boutiques in G'town. Some kind of junky, lots very nice too though.
Somehow I got the impression from your pics that she might be a Saks/Neiman's kind of gal. If that's the case have her take a cab up to Mazza Gallery. Mazza and the surrounding area (Chevy Chase) have every high-end retailer you could ever want all within a block or two. She could take the Metro (Red Line) to the Friendship Heights stop and be about a block away.
Cool, then Georgetown is the ticket, it's got the largest concentration of shops and boutiques (what exactly is the difference between a shop and a boutique?) in the city and she might even find something affordable.
Ah. Well, G'town's got both.
It's not like it's the only area in the city with lots of shops, but it's pretty compact and navigable. another suggestion would be the Dupont Circle area, it's close enough to Georgetown to walk if she had good shoes and a map.
Well there's only about two turns, the map is to show other people when she gets lost.
When I visited DC, I went out to Snowslider's house to use his toilet.
He is currently in the process of a total bathroom remodel as a result of the aftermath.
