Obviously the two had a long-running feud. It was personal, from what I can glean from the news. So it was two meatheads feuding more than it was cop/civilian. Try to take a step back and you might see that this was about more than cops and robbers.

I don't know what the guy did, or how the actual confrontation (pepper spray, etc.) happened, and I'm not assuming the cop did anything wrong or right, but as ice said these two had a running feud. It's not as if the cousin was out to shoot some random cop.
I can't remember exactly why this matters now, but it is worth not assuming we know more than we do, or that the info we have is correct.
