I wouldnt know about the sushi. I cant comment.
25th on the other hand, there is nothing special. Given, I have had a few good meals, there are places I would and will go back to, but nothing really unique. Having only two decent options in a city the size of ogden was kind of a let down for me when I was there.
I'm guessing it's all about location, given that Ogden is mostly a frigging dump to actually live in?

I'll go with money. It's not like there's no bigass white mountain you can see in PDX.
From Oregon:
From Utah/Ogden:Amer representatives told the agency that its package of $3.3 million worth of loans, grants and tax credits was tempting, but that the mountainous setting of Ogden was in keeping with the company's image.
The company will receive a $7.9 million incentive package from the state, while Ogden has added nearly $4.2 million. It also will receive a tax rebate of up to $5.43 million over 10 years.

Elvis has left the building
it's not like mt. hood is open most years every month for lift served. Or there are 5 ski 'hills' there to dick swing. Or ocean surfing ~hour the other way, and kite surfing, and other sports they've interest in, blah, blah, clearly it pales in comparison to Utah <shrugs>
$12million + $5.5 million potential >>> $3 million. Oregon sucks harder than a pornstar at attracting and keeping high earning jobs.
