The most likely scenario is certainly people flying drones.
The concerning bits are:
- the technologies these drones exhibit according to state and local officials: size, duration of flight, ability to evade particular types of sensors. Whatever they are, they aren't your off the shelf commercial drones.
- the number and frequency of them, especially over critical infrastructure.
- these drones have shut down multiple air fields -- general aviation, commercial and military.
- DoD saying that they are not military and they are not from any major US companies. DoD saying they don't know whose they are...except they know they aren't foreign actors?
It seems unlikely that what we are talking about are individuals doing this. So then we're talking about some entity with sophisticated drone surveillance that we can't (or won't?) stop in US airspace and over critical infrastructure. And that we won't tell local officials what the hell is going on.
I wholly suspect DoD knows more than they are saying. Maybe they aren't military. Maybe they are a foreign actor? Maybe they are Dept. of Energy? The drones existence isn't the concerning part, its how many there are and how either the feds won't share information or don't have it.
It's law enforcement and utility companies using heat sensors to find illegal grow ops and power thefts.
Probably seeding clouds with polio for the great culling and purge.
Or it could just be a bunch of drone nerds doing the equivalent of a flash mob just for the lulz and yucks.
If I had to guess, I had say one of two things:
1. Foreign actor. Drones are now ubiquitous in intelligence gathering and combat. A foreign actor gauging how we respond would possibly warrant us not responding at all if we know they’re not an actual threat.
2. DOD counter drone technology being tested over their domains. There is a marked rush to develop and deploy counter drone technology, some of which actually utilizes drones. Same thing is happening under water. Do you really think that Chinese sub that ostensibly sunk at port in April really just sunk? This is the new frontline and we’re scrambling to win it.

My wife has never before shown a tendency toward conspiracy theories, but she is obsessed with this drone issue. She just told me that she's convinced its government drones that are looking for nuclear weapons that have been snuck into the country. Not sure if I should be posting in this thread or the "I love my wife and all but Jesus H Christ" thread.
The nuclear weapons theory originated with another twitter post from a guy who wrote they were government drones testing background radiation levels. He said nothing about nukes. The nukes thing came from that unsubstantiated post.
Stepping back, there's a broader issue than the actual question of what these drones are. Unless people followed the evolution of drone warfare over the past two decades, some folks might just now be realizing how vulnerable we are to drones. Drones are cheap to make and hard to detect. Weaponized drones may well become a problem in the future. It's something that has already happened in Ukraine. Russians use drones to terrorize civilians:
"The killer machines, sometimes by the swarm, hover above homes, buzz into buildings and chase people down streets in their cars, riding bicycles or simply on foot. The targets are not soldiers, or tanks, but civilian life…Since mid-July, Kherson and its neighbouring villages along the western side of the Dnipro river have suffered more than 9,500 attacks with small drones, killing at least 37 people and injuring hundreds more…"

Drones are about to be regulated out of existence for civilian use, bet that. And the military-industrial complex will furiously figure out weapons to defend against them. Now is a vulnerable time however.
So the world is filled with tubular entities. Food goes in one end and shit comes out the other. Sperm goes in and babies come out.
