Most of the drone footage are a combination of not drones (manned helicopters and GA/Commercial fixed wings) or are little Billy's DJI Mavic from down the street or similar.

It's not a very secret thing when everyone is flying with anti-collision lights.

The possibilities on the rest:
1. Foreign - highly unlikely... if it was a single incident we could talk about a foreign power testing our response, but they wouldn't keep testing us allowing us to fully develop an understanding of their tactics and capabilities
2. Commercial - only if it was a test on behalf of the military
3. Government:
A. R&D you don't test secret squirrel shit over high population density unless you don't want it to be secret anymore.
B. Readiness drill: could be.. a Red Force/Red Cell/Red Op readiness test can be empowered so that the forces being tested aren't fully aware they are being tested to make it more real world.
C. Operations: pretty easy to make a cover story, but there aren't much in the way of national security domestic missions that need night ops across a state. What I'm pretty sure of is that this is not a NEST/NNSA op as some conspiracists have implied (ie certainly not a "smuggled nuke" that's total BS)
