Putty is hard to get in there. But it works to seal a hole.
I don’t get the skewer is better idea.
Skewers and golf tees (with epoxy) are good alternatives to plastic plugs when holes are close.
But. If you fill an entire hole with slow cure epoxy, that seems pretty strong to me. The hard part is getting it to flow and not having an air pocket.
Heat gun and toothpick or paper clip poking helps.
