Play is actually permitted but only in the context of a photoshoot. That said in the three years I have been attending, I have never seen any penetration, orgasms, oral, or anything like that. Sometimes models have ideas, sometimes photographers do. You negotiate a shoot and go for it. For example, I found that crate on the side of the road near the yacht docks in South Lake Union. I picked it up, threw it in my truck and brought it to the next NEB and those two ladies agreed to pose in it. It is actually a really fun event to come up with weird ideas and find people to execute them on the spot.
