NPR just reported that prosecutor finds probable cause to charge all 6 Baltimore cops with homicide re Freddie Gray's death. No mention re what level of homicide will be charged.

I thought part of the reason this is going on is MD law caps payouts to like 200k, hence there really aren't any ramifications that would be felt when cops fucked up by the city, and so by default they had little motivation to stop the problem in the first place.

Which on top of police getting a lighter hand in disciplinary situations to begin with, is just total bullshit.

That tort claim cap does not apply to a civil claim based on federal law, i.e., 42 USC § 1983
