I'd go vrbo. Somewhere on west shore with easy access to Tahoe city and emerald bay/desolation. Or on the other side of Tahoe city near lake forest road with easy bike riding into town, easy enough access to west shore/emerald bay and slightly better access to the beaches on east shoe and rose wilderness
I want to mention, You said you wanted to avoid the Casino Strip thing, that is South Lake Tahoe.
Now on the North side of the Lake, Arguably the BEST place to stay is the Lake Side cottages At (The Hyatt) in Incline village, As someone who was raised on the north Shore of Tahoe. that would be my #1 place to look. Its kinda expensive and gets booked well in advance but October is the Between season.
If you got a place on the Beach it would be epic, Sandy beach with view across the lake, Golf in Incline, and The Flume trail and all that for MTB hiking (Whatever)
Restaurants galore, (Lone Eagle) Right next door.
Seriously it might not be available to you? But if you can book it; it is the PRIME Place for an off season Tahoe Getaway

Meadowskipper, I'ld look into the cabins at Camp Richardson. It's south shore but there isn't any other place on the lake (other than perhaps some Billionaire's retreat) that has a lower population density in the immediate area or that gets you better access to beaches, marshes, mountain views and (easy) bike trails. Plus, only a few miles to some of the most scenic hiking trails. Plus, you can stroll over to Valhalla, sit by yourself on the grounds of an actual old Tahoe estate, and pretend you stayed there for the night (it's a museum and in the off hours you can almost have the grounds to yourself.) It ain't rich and glitzy and polished like Incline Village, I suspect there is maid service, but you won't be bowled over by either luxury or bellboys.

Friends of mine are looking to fill their ski lease in Tahoe City, next to Tahoe XC. $3000 per family gets you your own room for the parents and bunk room space for the kids. Good people who have season passes at Alpine.
