I’ve lived and traveled all over this country and Utah is by far the weirdest place ever in the Continental US.
Christmas and New Years are Federal holidays. Regardless, Thanksgiving is a more apt comparison; who in their right mind would be in favor of Thanksgiving being on a different day of the week every year? There's nothing sacred about Oct. 31, and as a "party" holiday having Halloween always be on a Friday or Saturday night makes plenty of rational sense. Mid-week Halloweens in college were a huge buzzkill.
