If they did the gubbermint would just fire up the air force. The citizens of any given country rarely have enough firepower to outgun the military. That's especially true here with our budget and military tech, bunker busters, smart drones, probably neutron bombs as well. Only way for a first world government and military to be defeated by a citizen uprising is for a significant chunk of the military to refuse to fight against the civilians.
