I think tipping should never be expected. It should only be used when the service is hooking you up, or you are trying to get teh service to hook you up E.g. slipping the bartender a tip so you get immediate service ahead of others, tipping when the burger joint tosses in free fries because they accidentally made a double order for someone else, tipping restaurant staff because they hooked it up with a free off-menu app the chef is working on, etc. That would be nice. Unfortunately that is not the world we live in here in the USA.
Its not that hard to use common sense when and how much to tip because the workers depend on the tip for a livable wage (restaurant staff, guides, food delivery, etc). If you think you would need to justify not tipping, then you should tip.
