A. It's nationwide
B. The merchant can call it whatever the fuck they want on the receipt.
C. The restaurant is screwed. They spend $10K all in on an online/ticketing/POS system. They spend $500 per month to maintain it. It's a hard sell to ask them to throw that $10K away and get a new system who's purveyor will likely do the exact same thing.
D. The charge was dropped shortly after it was implemented.

I’ve had multiple sales calls for merchant services where their pitch is adding on a fee to the agreed price.
I knew about Toast. Moochies had that bullshit charge for takeout. Easy enough to just go and order from the counter instead of the app.
The last restaurant I worked for, Toast took an extra cut for orders via web or app but not those entered by a staff member. I think they were also making money on credit card processing since that was handled via them (and I'd have to guess they're getting a high volume rate by bundling card processing for a whole lot of restaurants). Neither of the above were visible to the customer, though.
Watching this new CNN Bobby Flay thing on Comcast on demand free and it’s been pretty interesting so far; definitely touches on the tipping aspect of the biz. Full fucking compliment of commercials FFS tho. Oh it’s called “the whole truth” 8/13/23 episode.

We went to a restaurant recently where there was no indication until we got the check that there was a 4% card charge and if you pay with a card a minimum 18% tip would be charged. I left the wife there and went to an ATM, paid cash and left no tip because they made it suck.
So you stiffed the waiter because you were mad at restaurant management. What a guy.
How else do you express extreme disapproval when you were not informed before hand so that you could have chosen not to do business? And don't say a shitty review on a curated exploiter like Yelp.
The wait staff chooses to work for a shitty restaurant. There are a lot of serving jobs out there. It is either worth it or it is not.

As far as the credit card policy-- they're asking for $20 more--are you saying 4% of the tab is $20? That's a $500 meal. For the record. Yes, that 20 is going into the restaurant's pocket -- instead of into the credit card companies pocket. Anyway, the point of charging for cc's is not so much to save paying the cc fee as to encourage people to pay cash, and eventually force the card issuers to lower the fee they charge businesses.
As far as the 18% obviously people have been stiffing the waiters because they don't like the cc fee, which isn't fair to the waiter.
Summit--as far as blaming people for working for shitty companies, if nobody worked for shitty companies 3/4 of America would be out of work.

Businesses have been passing card use fee on to customers for a while now - That's Not new.
That they are adding 22% to dining bills is objectionable

I don't believe the card fee is being passed-along to get the card companies to lower fees - That just Ain't going to happen.
There are choices to be made -
Cash is still an option for dining-out - many, but not all places.

It's almost like businesses have been looking at budget airlines like Spirit and were like "Hey! That's a GREAT idea!" Allows them to keep prices artificially appearing lower to lure the customer in to begin with, and then nickel and dime 'em at the end.

As was stated by bunion and paulster, a good server working for a bad company would have been up front rather than letting you get a surprise bill. That creates good feelings which engender good tips.
A bad server instead condones the bad business practice creating negative feelings hurting tips.
This is behavioral economics 101.
People fucking hate bait and switches, surprise fees, and feeling taken advantage of/misled. If you feel like you got shit on, you have a poor feeling in general about those in the know who were participating and don't generally feel generous towards them. It is not the customer's problem. The server can practice enlightened self interest or they can get butthurt when their customers are rightly butthurt.
Generosity including following societal customs comes at the end and everyone knows it. Of course that is why the shittiest places ask for the tip up front or worse make it mandatory.
