Because fentanyl gives a euphoric high even at small dosages and when you sprinkle a little into really cheap/stepped on coke/crack/meth/molly/etc you get something that is really cheap and gets you really high still. Its a quick/cheap way to transform crappy/mediocre product into killer product (pun intended).
