puerto rico as the other person said has great waves, further south, probably the best spot is guadeloupe, find a cheap guest house and rent a car for getting around to the breaks, there are loads of them dont know where to begin listing them. i think wannasurf.com has a list of many. or martinique has a few too. islands further south i less consistant but also has some good waves. oh yeah, anguilla has sick as waves this time year too.
st marten has few but nothing great.
Barbados can also be good then, too. Check some of the surf sites.

BDaddy, Barbados does indeed rip. Trying to remember when I was there is next to impossible for me, but March doesn't ring a bell.
Believe it or not Barts has some of the funnest surf in the Carib.
