However, were a local in Kinshasa to describe an car accident that he had witnessed where a white guy jumped out of the car, I think he would most likely make note of the fellow's skin tone in his description. Or do you disagree?

Do you think that using skin color to describe someone is something that we only do to describe people of another race? For example, if the person posting this was a black guy living in Compton, might he take note of the white lady, but not the black guy? I think this is similar to the idea that everyone not of your race looks the same. Maybe it has something to do with how our brains are wired? Or could it be more environmental?

The key to the perpetuation of racism is the use of labels on people. the "Black" guy or the hispanic guy, etc. Why didn't you write "a White lady is screaming about her leg"? Or "I pass another white guy".

I know the response this will solicit - "I'm just describing the scene", etc. My point is that it is common to label the non-white participants of any event, but we never label "the white" partipants. The action is a subtle form of racism. Just one of those things that make you go hmmm.
