The 9 number has to do with the fact that items at REI that have already been permanently discounted, end in 9 (or sometimes 3 I think). They are "close out" items or otherwise greatly reduced, so I think they just don't want people taking further advantage and taking even more $ off these prices. You will also notice that items that end in 9 do not count on your annual dividend, for the same reason.
