Shock question

As mentioned in the SC shock thread, I just got my Swinger for my Free yesterday, and installed it at lunch today. When I initially installed it, the rebound was dialed all the way out. So when I compressed the shock, it took awhile to rebound fully. Then I turned it way in, and it was pogo-ish (like it should be). So then I dialed back out to get it where I want it, and it wont go out far enough (ie., it wont go back out to super slow rebound). WTF? Im a shock jong, as most FS bikes Ive owned Ive just used stock settings and havent messed with them really at all...
