A friend of mine said it does if your phone is GSM, but you have to call your provider beforehand and let them know you're going. Not sure about the cost.

FYI, Titty-mobile int'l text messages is about 35 cents a pop, if you use it while overseas. If you're in the US and send an int'l text message then it's 15 cents a pop.
