The obvious answer is that Berlin is the capial of Germany, a very nationalistic country. The semis are in Munich. The Bayern's are, and have always been the 'second son" of the Fatherland.

no one host city. opening game in munich, final in berlin, other games in some other citites. part of the excitement before the real thing was the discussion who would get which game.

Think of Munich as the LA of Germany - it's (arguably) the main cultural center, whereas Berlin would be a combination of NY and DC. Not as "hip," but far more important politically.
