MEXICO CITY, Mexico (AP) -- Mexico's Congress on Friday approved a bill decriminalizing possession of small quantities of marijuana, ecstasy, cocaine and even heroin for personal use, prompting U.S. criticism that the measure could harm anti-drug efforts.

The only step remaining was the signature of President Vicente Fox, whose office indicated he would sign the bill, which Mexican officials hope will allow police to focus on large-scale trafficking operations rather than minor drug busts. (do i hear common sense? -s)

TJ is the worst of the worst of Mexico. I honestly can't understand why anyone would even stop for gas there. The stretch of coast between TJ and Ensenada is marginally better. Move south of Ensenada or mainland Mex if you want to get outta the US.

I never been to Costa Rica but I hear good things about it as far as Central American countries go that ex-patriots live in. Belise might be another good option?

If you just want to be able to use your recreational drugs in peace you should consider Amsterdam, California, Oregon, Colorado, Alaska...don't come to Idaho, Wyoming or Utah though.
