It's all done on the fly, and the webmaster has no control over it other than to pull all google ads from the template that displays text-based site content.
They have a service, called the Competitive Ad Filter, that is designed to allow you to block certain adverts based on URLs. This feature is designed to stop you advertising for your competitors, but would work equally well for filtering adverts for lawyers (though it would be a PITA to block every lawyer advert individually). I suppose the question that most applies here is whether you want to block adverts by lawyers, or adverts by lawyers on that page in particular. If the former, this would work well, but if the latter, it's rather a blunt tool.
