    Just a little correction on that post where she says “ If you are buying or building on a hill you need to understand that cities often use the honor system with builders. If the builder says the house won't fall into a ravine, the city trusts them and approves occupancy.”

    The truth is state law says that if a builder can find an engineer to stamp the plans/submit a geotechnical report, the city cannot say no. The plans and occupancy must be approved. This goes back to 30% (honestly higher because lots of builders/developers are related to legislators, and that isn’t counted in the 30%) of state legislators being developers thing. But what engineer is going to risk their license on approving bad plans? The one who set up an LLC in Ohio, and after a couple of years….home free.

    None of these developers pay for field observations and as-builts anyway, and engineering contracts usually say the engineer has no liability if they didn't watch you install it.
