If there are enough land use regulations to require a CUP, the land use code should list conditions that need to be met for the county to approve the CUP. Usually one of these conditions is that no adverse impacts to surrounding properties would result from the use that would not otherwise exist from the allowed use (res/ag). See if you can find these conditions for approval in the land use code.
Like you said, the code might not be too developed in this regard but worth looking into before or after releasing pack rats.

Absolutely, & thank you everyone! I plan to work within the system/process. What's both scary & frustrating about this situation is that this neighbor is not the type of person to do that & the local politics are currently in his favor.
I'll continue to do research, quietly spread the word with the neighbors & community, & if it comes down to a CUP hearing, perhaps consult with a lawyer before-hand. So, anyway...stay tuned (or not).

You might want to really reflect on what you just wrote. This does not sound fun. So you might need to ask yourself: should I sell?
I am sure there are plenty of reasons you like your spot, but couldn't you do better somewhere nearby, without a lunatic next door. Plus, some gun nut will pay top dollar for your place, seeing as it's adjacent to a bad ass shooting range.
Seems like your best case scenario if you stay put is the sound of high caliber ammo and living next to a guy who puts you on edge.
Worst case scenario is he launches his business and you get near constant sound of high caliber ammo and some truly terrible wedding music wafting to your place (the only thing worse than Smashmouth is a rural Idaho band that does Smashmouth covers).
Also, going the legal route to challenge his permit will not yield good results. He will know you are involved and he will point his sociopathy straight towards you.

I seriously question just how much demand there is to hold a wedding at a shooting range, or vice versa. This might be a non-problem outside of the guy shooting his own guns.
Which if its just the guns, good luck making that a non-conforming use out in the county in Idaho. I'd seriously consider what others are saying and sell before the business is actually permitted.

I'm not ready to immediately jump to the conclusion that we need to sell, not at this point, anyway. We built our home & I love it here, so we will either try to work within the system, or if he gets his way, accept & live with the consequences, or yes, as a last option sell/move. If that does happen, I'm not so attached/entrenched that I wouldn't/couldn't move. Put it this way: at least we had a good run for awhile!

The proprietor for the shooting range wedding venue has not been an Idahoan long. Merely pointing out that us natives and long termers might be a bunch of redneck gun lovers but we're not looking to move to a quiet, awesome place, create something and market it to other east coasters thus changing and potentially ruining a quiet awesome place that we live here for. We like to keep our weirdness a little more private. Our fault is we don't get out much and lack foresight. So we pride ourselves on less regulation that would protect our quiet awesome places from becoming places that we should have visited and realized we didn't like.
