I'm looking to snag a pair of wrap thermo liners, but alas there are no 28.5's there are a pair of 29's shell sizing without liner is about 1.5 fingers, but with the stock Lowa Liner the fit was very sloppy in the heel(I could pull the heel up while skiing) Should I wait for a pair of 28.5's or get the 29's and hope that'd take up some of the extra space?

I've got a pair of 8.5 intuition liners sitting around if your interested. You'd have to wait till the end of August though. I'm in New Mexico they are in Vancouver.
