Alright, I feel like this is a dumb question. I have a burner that burns 4x DVD-R's. Can I buy 8x DVD-R's and just burn them at 4x?

Yes. I do believe that 8X is the max speed in which they are writable.

there are always firmware updates. I just got one for both models of my Pioneers. My one went from a 8x to 16x !!!
Look on the munufacturers website.
