If according to the OP funds are no concern, then south-eastern Switzerland (Ticino) for sure. Highest living standard, low crime rate, Mediterranean vibe in summer with great outdoor opportunities and great skiing close by in winter. And.... Italy next door....you all know what that means.
If funds come into play then the place I got residential status already and chasing for citizenship of - (eastern) Slovakia. Cool vibe, (yet) inexpensive, friendly people, tons of outdoor opportunities (biking, climbing etc.) in summer and decent skiing in winter. Beautiful and great place to live, love it.

Oh, it's there. I worked for a number of PQ companies in the ski industry and the undercurrent of separatist sentiment is fairly strong. It could be the "distinct society" where they still want to have the rest of Canada pay for all of their social programs but maybe I'm wrong.
