It's a very weird site, I was just checking it out. Apparently it's kind of a hybrid between a forum, a news/fiction posting site, and a cryptocurrency. You get points called "steem" for posting stuff that other people can upvote and then you can use the points to upvote other people, or trade them for bitcoin (somehow) or buy stuff from a kind of ebay thing called the Peerhub store. It's different, I'll say that much.
