Disagree, strongly. While Wolfe and Federer are geographic areas/seasons all to themselves, mere mortals can pull it off based on time and place. Ice cream parlors (parlours?), boats, tennis matches, while curling or playing croquet, bocce viewing or playing, any horse race, skiing, and voting of any kind all lend themselves to wearing white no matter the season or location. So do common situations you may find yourself in such as being a minor character in a Bond movie, running a tech company, being on safari in any temperature, running a small country as a despot, and hopping on a private jet at the last minute. Large, fashionable cities such as Paris, Milan and Rome just beg for full whites, but oddly this works in much smaller places year round as well: Savannah, New Glarus, Rockport, Leadville, Moab, and Nag Head all handle the look just fine. My grandfather used to wear full whites, albeit not truly year round, and he was a bookie on the side. Proving that some professions lend themselves to this as well: aforementioned bookies, architects, painters, archeologists and art directors to name a few.
Personally, I believe the key to pulling it off, in most places and in most seasons, is to not wear socks.
