Doesn't the vehicle need to be up to operating temperature for the emissions test? That would seem like you'd need to drive it there or do a lot of laps around the parking lot before testing.
I don't know where you're located, but locally, I'd make sure I have the testing appointment documented and ask for forgiveness if pulled over. YMMV, obviously.
I'll double check on movement permits specifically.
No appointments needed or taken for emissions testing, but running it in the pArking lot for half an hour would be manageable.

They were super lax around here for tags for several years but got a bug in their ass lately.
Actually pre covid similar thing happened. Had a different truck that I bought from a friend with expired tags and got stopped a block away from testing facility.. he couldn't give me a ticket since I was out of his jurisdiction or he would have. Small town in a big metropolis.
Gf's 2019 Camry with 80k miles is throwing a code for o2 sensor. Seems kind of odd? Or is this the new normal?
Clear it and run a tank of different gas and take a highway ride for a half hour or so.
Then ignore the code for the next decade
I did brakes on my wife's car and my truck last weekend and cross threaded a lug nut. The parts showed up yesterday and I was pleasantly surprised how easy replacing lug nut studs is! Only a 1 beer and 1 swear word job which is nearly unprecedented!
