http://www.digitaltrends.com/computi...t-pdf-editors/ is a starting point (not all are free), really depends on how elaborate the pdf is in terms of formatting. Most of the true editors are not free, there are a number of free .pdf writers (creating new .pdf files) out there for free, but editing an existing .pdf file is done a few different ways. Some will just use a pdf to MS Word doc file utility and then edit the file in Word. Again it really depends on your needs. Some are web apps and limited to a small number of edits before they charge a subscription also.

On my chromebook I use DocHub. It's not great but it's not bad either. The free version may not have some of the mroe advanced features you need but for most office type stuff I find it sufficient.

What do you need to edit?

I don't know of an editor that is free. The viewer software is generally offered for free to try to hook you into paying for the editor.

We use Bluebeam at work. It is becoming industry standard for design/engineering/construction/manufacturing/aerospace/etc. It has all the functions of Adobe Pro at half the price, plus a bunch of additional features targeted at marking up, sketching, scaling, and maintaining design drawings. Cannot recommend it enough.

My boss does all our marketing material in adobe but he can't write for shit. His word docs don't open in Open Office. I been through a bunch of freeware to find one that works well and now snookums is getting tired. Torrent time.

Are you on a Mac or PC?
On Mac, Preview is pretty damn good for most basic stuff.

I use Bluebeam too for blueprint take offs.
It is great, but a but like Photoshop where nothing is totally intuitive.
I like Bluebeam so much, I put Parallels on my Mac to run Windows 10.
The Mac version of Bluebeam is crap right now, but it just launched recently, with iPads in mind, It should improve quickly.

Try Vu360 for windows- That was a pretty good freeware program that I found for some colleagues.

Adobe Creative Cloud is only $10 a month, Adobe Acrobat Pro is $10 a month too.

My old computer had both photoshop and some pirated free acrobat but it is currently dead,
I ended up getting a free trial in google docs to get this project done.
Now I need to do a quick photoshop color and size adjustment on a silhouetted image.
I miss ps. I'll check out vu360. Thanks.

I recently found a PDF editor that works pretty well called ApowerPDF. I use it every now and then to manage my PDF files and it works just like those costly PDF editors. And what I like about this program is that you can use it in an instant without downloading and installing additional app.
