What to do with about my seat tube?

Been fiddling with my new bike a lot, and i like. One gripe i have though is with the seat tube. The seatpost that came with it wouldnt go very far in the tube and was very worn on the bottom 1/3 or so. I figured it was just a bend in the tube that was preventing the post from going in further, so i cut it shorter, greased it and pushed it in. It was still hard to get in but i got it. While riding it took some banging to move it up/down and i wanted to find out why. so here at home i take the seatpost from my other bike and shove it in, to see if it's the other seatpost (not seat tube) that is the problem. Well, its the seat tube, as the scrapes on my other seatpost showed. Soo, how do you fix a non-smooth seat tube? cant imagine a file that would be effective that far down the tube, aaand thats all i got. whats your take?

sorry, this has to be about the lamest bike problem around, but im bored.

edit: forgot to say, its a vp free frame, so seat tube is only accessible from the top.
Dude chill its the padded room. -AKPM
