a. As proposed this is a horrible idea. Site built doors is pretty much master carpenter Norm Abrams type shit. Your terminology and "I've done some construction and shit" attitude is a red flag. I've done this shit for a living for more that half my life and I would not touch it with a ten ft. pole.
b. HOA/Historical District standards. While it is total normal to have design review and architectural standards, it is uncommon and unreasonable to out and out prevent replacement of a component such as a door.
c. My suggestion would be go get an estimate from a custom door shop, start talking with contractors and install pricing and submit the the Design Review Committee or similar. Understand that what ever your interior/exterior finish (trim, brick mould, drywall, paint etc.) will likely need to be restored.
I guess I'm trying to wrap my head around this one. From my 40 some years of experience, sliding doors are a "historical example" of the 70's-80's. Is this really a historical era that must be celebrated? Why the fuck would your HOA prefer you keep sliding doors on your balcony rather than replacing w/ french doors?!?!?
And, there is no way this can be done w/out it looking like dogshit and functioning worse. Put in french doors, pay a stupid fine to the HOA and enjoy your fully functioning doors...

I could take or leave the French, but I am a fan of french doors in certain applications.
Try looking for a new door. French once are great in my opinion.
Now would be an ideal time to throw some rocks through any fenestration you don't like and then make a claim that your home was the victim of a riot, which is a covered occurrence under standard-form homeowner policies. Depending on what state you are in and whether a contractor can match exactly the existing, non-damaged windows and doors, you might be entitled to ALL NEW windows and doors all for the low low cost of your deductible.

The new house is actually a bit on the odd side when it comes to exterior doors. We have 8 doors, counting one man door in the connected garage) that are exterior doors. Seven of the 8 go to patios/covered decks. Two are of the french variety. We had a third set of french doors between the house and the rental unit we turned into our office. We took them out and closed that hallway/area.
Also, I personally like France. We travel there for vacation every couple years.
