Agree it's a poorly worded post. Your argument holds true for lots of infractions, though it doesn't acknowledge or properly discount the reality when it comes to homicide and similar violent crime. Maybe my view/understanding is off, but I believe blacks are disproportionately involved in these types of violent crimes. Not caused by race but what you note, environment. The same cycle traps and kills many whites, Hispanics, etc. Because, as many know, pigment is nothing when compared to environment.
It won't be a discrete event, but if and when policing is materially reformed in the USA there will still be deeply entrenched problems of access to job markets, education, etc. that will mute progress within poor communities.

Is that standard procedure for all rescued hostages these days or just the black ones? Killer cops never apologize, they always play the victim = more cover your ass lies. Another total bullshit police explanation contradicted by the facts. That's going to go over well....When will these police departments stop making things worse after the fact? Just suspend the cop and then make a public show of kicking his ass off the force. Settle with the victim and, most importantly, apologize. Don't apologize for "an error", apologize specifically for sending a poorly trained, incompetent, trigger happy asshole out into the community with a military rifle and a license to murder anyone who fails to immediately respond to "negotiations".

I kinda see the similarity
Cop's been watching too many Lethal Weapon movies. In a way, though, it makes sense. Clueless cop sees man lying on the ground next to another man. Since the other man is black he assumes the man lying on the ground with his hands up is afraid of the other man, when in fact what the black man lying on the ground is afraid of is the cop. If the cop keeps his job, and I hope he doesn't, maybe it will make him realize that the black people he encounters are more afraid of him than of criminals.
Maybe the cop thought they were planning a Nice style attack when they saw the truck?

I was once pulled over because my car, a beater city street parked Taurus, matched the description of a car that was used in an armed robbery. I pulled over, started fumbling through my glove box looking for my registration, and suddenly I hear over the loud speaker,
"Driver stop. Roll down your window and put both hands outside of the car."
I think oh shit, I've seen The Wire, this is bad. I roll down the window, stick my hands out, and he says
"now open the car door from the outside and step out of the car".
I open the door and step out and I see the cops with guns drawn immediately relax and lower their weapons as they get a good look at me, a 20 something white guy in dress clothes. I literally say wide eyed, "I'm an accountant".
The cop shakes his head and smiles. Walks up to me and asks me where I'm coming from,
"work"
"Do you have any weapons in the car"?
"Uhh, kinda? I have a spear gun."
"A spear gun?"
"Yea, like for shooting fish"
"Where is it?"
"In the trunk"
"Can I see it"
"Uhh, sure, you aren't going to search the whole car are you? I'm kinda in a hurry."
"No, I just need to see the spear gun"
"Ok," I pop the trunk and the cop sees the spear gun and skin diving gear.
"Sorry, there was an armed robbery and assault on an elderly woman and they were in a late model white Taurus".
"Oh, well I hope you get them".
"Thanks. Get a new car".
Didn't check my license or registration, search the car, etc. I'd never been so happy to be white.
"Sorry, I'm meant to shoot the unarmed retard."

I feel like the police are like politicians- we need the best, smart, most open minded people in those jobs but they are the jobs the best and brightest don't want to do (for various reasons)

For good reason, the Chiefs and Union brass can be extremely defensive and undermine their stated purpose. In practice, job #1 of a bureaucracy is to sustain and grow in both dollar terms and functional requirements. They act like cancer; steadily adding to the rights of police while steadily subtracting civilian rights.
RE: staffing, I think the problem mostly resides in leadership. The rank & file can do a good job imo and often do. But there are wayyyyy too many unchecked violations. There will always be police that respond to the job's challenges with callous disregard for civilians - the key is to have a functional mechanism in place to remove them from the field. No different than performance in sports or professional circles. If you don't meet your basic requirements you are gone. Nothing is more important for LE than public safety. Yet that's precisely what suffers when they are allowed to determine their own misfortune. Very few have the courage to take responsibility and admit fault. The incentive structure is perverted.
