Make it a law with big fines? Have someone walk the DIA car rental lots on November 1st?
It doesn't have to happen on I-70, since obviously all rental cars leaving DIA aren't heading to the mountains. However, it wouldn't be a difficult thing to enforce. A $10,000 fine for a rental car agency would make a lasting impression.

One reason to regulate rentals is that it is a helluva a lot easier and most people renting cars don't even have a choice for something with snow tires. Nor often do they know better. A local dirtbag spinning wheels is because he spent money on rent or beer vs. tires. Someone spinning them in their rental from DIA doesn't have the option to have decent snow tires for a semi-reasonable price.
Got stuck for 1.5 hrs on the way to GWS yesterday because of wrecks, then got stuck in Eagle last night. Just got home. There are so many fucking morons on the road I don't even want to leave the house to go skiing. Equipment is definitely a part of it, but it is also just people being really fucking dumb. My mind is blown after the last 24 hours of driving. I really have a bleak view of humanity as a whole and am pretty much guaranteeing a Trump presidency.
With the exception that rental car companies would probably equip the cars with M+S rather than Snowflake-Rated tires -- this is how it should work. I think a sig. portion of people would pay a few extra bucks to ensure their vacation wasn't screwed or a huge ticket issued by poor tires.

As a touron, I have to say cdots lack of timely notice is a large part of the problem w this road. Everything was closed EB from just past the tunnel yesterday afternoon for over an hour, but it took forever for them to even update the app w this. No Twitter notice or SMS notice that I saw. Even the digital sign right outside of silverthorne said Tunnel 16 min , instead of closed. This shit just encourages backups and problems. Generally in the rest of the country, even mountain passes like in Utah or Colorado, as soon as something is closed notification is sent out in multiple ways.
Well, that's friggin idiotic. Charge more for snow tires. Then what happens? They don't opt for said snow tires. Pretty dumb.

Yea. CDOT pretty much sucks. Fkn worthless when it comes to addressing I-70. They'll tell you that it a difficult road to manage (which it is), they'll tell you that storms can move in fast on a warm road and create an icy shit show (which they do) and they'll tell you that this difficult road carries a shit ton of traffic (which it does). What they won't tell you though is why they won't simply manage things like appropriate equipment and restricted lane usage. I also don't understand why something like a "winter mountain drivers license" isn't an option. In certain conditions you can't proceed past Golden without an endorsement on your license. Kinda like an air brake endorsement on a CDL.
On a related note, the whole snow tire rule is completely worthless since they don't enforce it. They'll happily give you a free tow to the top of the hill where they drop you off to unleash hell in the down hill side. It's like they actually want this to continue to get worse every year.
