Near as I can tell, the major changes will be on the business side, with little effect on consumers.
If cannabis becomes Schedule 3, then businesses will be able to deduct all of their ordinary/necessary business expenses for federal tax purposes. Currently they only get a deduction for cost of goods sold. That will be a huge financial help.
It will still remain illegal for federal purposes without a prescription. And it’s not at all clear whether banks will touch cannabis businesses if they become Sched 3.
And if you get popped while on Fed property (airports, UFSF land) or in an illegal state, you can still go to jail. Sentences won’t be as bad, but still…
Still, better than the way it is now…
It’s looking very likely we will get a bill introduced in the legislature to allow a certain level of banking with the cannabis industry once this takes effect.
Research is the other HUDGE area this change will affect. I’m very excited for this part of the puzzle.
We all know this is moving at a turtle’s pace and we all know that’s not changing. Baby steps are at least steps in the proper direction.

Wyoming and legal dispensaries??? Has anyone actually been to/sampled the dispensary in Evanston? Generally, WY. is a non-legal state, right? Does anyone understand how this company gets around this on the basis of some federal Farm Act loophole? Why don't you see more of these around?

This place is selling something other than thc. Possibly thca garbage that online shops all over the states sell.
Anything over 0.03% thc is illegal throughout the whole state of Wyoming. They WILL search your car when pulled over if they have a suspicion you are carrying. Ask me how I know. Luckily I was prepared ahead of time.
License to sell… A couple of EZ-up tents, some folding tables, and about 200 clones in little plastic cups every Saturday in May. Opens at 8am… I got there at 8:05 and was #15 in line. Each person gets a number and has an “appointment for consultation” to satisfy some legal aspect, but no ID required. Easy peasy and everyone buying 4-6 plant each at $20 a pop.
