Yea if shit slides off that layer then that layer can get some sun and won't be so faceted any more.
The more scenario that is more likely to lead to widespread stability is if we just get enough snow to compact that layer and bury it far enough below the surface that no skier is exerting much force on it to trigger a slide. It'll be a while.
