Louisiana is at sea level, and therefore oxygen-rich.
Lack of oxygen to the brain can cause such episodes such as poor judgement, degradation of analytical thought process, lack of rudementary motor skills, and even spelling of commonly known words.
Colorado is one example out out many where one could have such deprivation of oxygen.
