For years Federal, State and Local governments have had contingency plans for worse case scenarios like pandemics, there just usually kept quite because they can be a bit disturbing to the general public.
I knew a guy a few years ago at our company who's job was putting plans in place for all kinds of crazy disasters. He would meet with local government agencies to discuss there plans I guess to kick around ideals and coordinate.
I heard some pretty chilling plans for big pandemics. One that sticks in my mind was the digging up of the center mediums on Hwy 280 to dump bodies. "Bring out your Dead"
"I'm not dead yet!"
