You have to buy the first one in person, in Aspen or elsewhere in the Roaring Fork Valley, a very few days in the Denver area and at certain CO campuses if you're a college student, at certain dates only. Years following, you can just order them over the phone.
They're non-transferrable between skiers. You buy it, you ski it, not your buddy.
They're designed for locals and for college students only. Generally, if you're neither, you're S.O.L. If you're not in the area where and when they're on sale (usually in late Oct. or Nov.), you won't be able to get them.
Check the Aspen/Snowmass website. They'll list the places and times that they'll be on sale when it gets closer to the start of the season.

The Aspen pass people make the rounds at different Christy Sports stores.I think the one in Boulder is Oct 22-23.You can call Christy's or the Aspen people & they should know.
