Plus it's a distance related thing... a lot like leverage.
Close up, there is little change in the overall distance he panned while the shutter is open, hence no blur. But the further away you get from ground zero (camera), the more "movement" generated from the panning because you are covering a much greater distance in the same time.
With the shutter speed just "right", that's what you get... a very cool shot (just use female models next time, plz!)

^^Where'd you take that one? I don't recognize the venue.
Mtcham- every time I see goats and those spikes on their heads I kinda get the willies...

I've had zero time to go take pictures so it is the same old but I like this image from a clinic I attended last week with two time world champion Keith St. Onge (driving the boat). Love the UWA. I fit the typical newbie pattern of being all about zooms at first but migrating to the UWA to the point it pretty much stays on my camera all the time. Canon 10-22.

^^^ cool shot!
CW-I'm sure if those goats wanted to they could put 2 nasty little holes in you. They seem quite tolerant, saw people getting within 10 feet of them. Most of these were on the Hidden Lake trail from Logan Pass, my guess is they stay near the trails as the bears are kept away from the trails by the Rangers. This was typical shooting distance with a 24-70mm.

yeah, the goats around here are definitely not afraid of people either and you can usually get real close to them in the popular hiking areas. Don't know if you heard about the guy who was killed by an aggressive male a couple years ago in ONP - it got him in the femoral artery then stood over him while he bled out, keeping the guy's hiking partners from being able to do anything.
I've been real close to goats several times but after that incident it makes me a lot more nervous. They're very powerful animals.
They hang around trails and popular camp spots 'cause they want to lick your pee. They're desperate for salt and human urine provides a good source of it.
I wasn't more than about 15' from this goat when I took this pic. He walked right through our camp spot, totally unconcerned with our presence, then hung around all morning waiting for one of us to piss. It was a little unnerving having him watching intently as you recycled your morning coffee.
