Hawaii or Puerto Rico in December?

me and a friend are planning a surf trip for december and we're looking at a place in the US and wondering Hawaii or Puerto Rico.

We're not exactly rich so we're looking for a place that won't be too expensive but still has good or even just decent surf

we haven't decided completely on those 2 places so if you've got a better spot that you don't need a passport to get to please share it

Go to Hawaii. Bring a tent and camping gear. Stay in State Parks. Book your last night in a airport hotel to wash and clean up. Go dirt bag and score killer surf. Kauai is a bit tamer (locals-wise), but requires an extra hop. Oh, beware of afternoon downpours.

I did it for three weeks several years ago and it was worth it. PR may have decent surf in December but is so dependent on the right conditions coming off the continent.
