Also, the site is still the same as it was, she doesn't "hint" at riding there, she flat out says it. Looks to me like somebody's trying to stay out of trouble for letting her ride.

Whether someone is covering their ass, or Elena just corrected her english, who knows. There might be third version out there as well...
The claim is that Elena rode her bike around in the region, but when it came time to enter to town itself (ghost town) she hired a guide, rode around in a car, and was basically a tourist.
