100% relative humidity means that the air has reached its saturation point for this temperature (as it concerns water vapour). most likely at 100% relative humidity clouds will form, however it does not necessarily mean that it is going to rain or snow. now if you lower the temperature of the air that is already at 100% humidity quickly, say, by pushing it upwards, you will likely get rain/snow...
now i've managed to confuse saturation, humidity, relative humidity and rain in a single sentence. i expect to be smacked down relatively soon![]()
