In CO, you need to get a permit from both the department of outdoor recreation as well as the department ot transportation.
Otherwise they can fine you up to $5k for unauthorized use of the right of way.

Good thing you posted here. Rontele works for the Colorado department of recreation, and he's the main person to contact for a permit of this type.
He's issued several people the proper permits here in the past so you just need to do the following.
Send him a private message stating in great detail your entire plan for this stunt.
You know, the names of the people involved, their skill levels, their park expertise, age, etc.
Explain who will be filming this event, and what you intend to do with the footage. The more detailed you are in the private message, the better your chance of getting a permit without any issues. (Rontele is a great guy, if you're pm is written well, he'll most likely issue the permit for no charge) Good luck!

Umm yeah, we had some kids do this with their motorbikes over a highway here. They thought it would be cool to jump over their Mom's car on her way home from work. I can't remember exactly what happened, whether they collided with her or if they just scared the shit out of her and she wrecked. But the long and short of it was she died, so yes people can die doing this, and not always the people doing it.
It never dawned on me that you could get in trouble for a roadgap.....is that $5k thing for real.
Second getting injured isnt really an option.....if you dont make it you are screwed.
Third, 6 is Loveland Right? That is a pretty tough road for a gap, really wide. Plus there is a high cliff to take off, so you have to basically use a kicker (high take offs increase your odds- think Baker Gap).
Do you Summit county folks know of people doing Loveland Pass these days? I have two buddies (one ski/one board) who did it in 96 (skier cased the burm and hairline fractured both lower legs).

CDOT ROW permit actually called a "Utility/Special Use Application, Form #1233" you can get it off their website. All of the information is there. Big thing to consider getting it is insurance requirements: Commercial General Liability $1,000,000 per occurrence, $2,000,000 aggregate, and Auto Liability $1,000,000, and Excess Liability $1,000,000 minimum.
Probably would be needed even if you cleared the ROW (probably 80' min, maybe only 60', but usually more, but this would be needed if you plan on accessing from the ROW, filming from the ROW, Parking in the ROW, or traveling over the ROW.
That being said I doubt you would get into any trouble unless there were an issue, then you would get in big trouble if you didn't have one.

we gapped loveland a couple of years ago (skiing mag's last december issue) and we didn't have permits or anything, we sorta just charged it (we didn't find out it was illegal until after). in hindsight i'd get permits if their cheap and easy to get, as when your blatantly building a jump at the edge of the road it'd be pretty easy to get busted. the loveland approach is super flat, i remember it being about a 30 second approach- alot of time to consider what you're doing- so just make sure you do a bunch of speed checks and get your speed dialed. good luck
