Camera on a tripod, preset focus while she's awake, go back in after she's asleep and the room is completely dark, shutter on bulb, shake battery powered Christmas lights around, close shutter, repeat as necessary while adjusting aperture and duration of light shaking until you get something you like.

It helps to have a baby who sleeps like a rock.
