No tax expert, but can you purchase tickets in one state, and claim the prize in a state that does not have sales tax? HIGHLY doubt it. You would have had to be the lead point and purchase the block of tickets and then claim the winnings in your state.

IRS would not rule on a State sales tax, that would be the state revenue department that would demand their share.
